Prosecutor Brammertz Concludes Mission to Rwanda

The Chief Prosecutor of the International Residual Mechanism for Criminal Tribunals, Mr. Serge Brammertz, concluded an official visit to Kigali, Rwanda from 26 to 29 January 2026, as part of the continuing cooperation between the Office of the Prosecutor (OTP) and Rwandan authorities regarding the investigation and prosecution of individuals alleged to have participated in the 1994 Genocide against the Tutsi in Rwanda.

Prosecutor Brammertz held high-level discussions with the Minister of Justice, Emmanuel Ugirashebuja, the Minister of Foreign Affairs and International Cooperation, Olivier Nduhungirehe, the Minister of National Unity and Civic Engagement, Jean Damascène Bizimana, as well as with the Prosecutor General, Angélique Habyarimana, the Secretary-General of the Rwanda Investigation Bureau (RIB), Colonel Pacifique Kabanda, and the RIB Deputy Secretary-General, Consolée Kamarampaka.

During his visit, Prosecutor Brammertz and his interlocutors discussed the OTP’s continuous commitment to accounting for fugitives suspected of participating in crimes committed during the Genocide. Highlighting some of the important milestones achieved with the assistance of the OTP, the Rwandan authorities expressed their continued appreciation of the OTP’s efforts to achieve more justice for victims and survivors, and their expectation that the OTP’s assistance to Rwanda will continue for the foreseeable future.

Prosecutor Brammertz and Prosecutor General Habyarimana discussed the OTP’s critical role in supporting the NPPA’s investigations and identified priority areas for future cooperation on joint projects. Notably, Prosecutor General Habyarimana briefed Prosecutor Brammertz about the NPPA’s work on over 50 new indictments and requested the OTP’s detailed support. It was agreed that the OTP is in a unique position to support investigations and prosecutions of suspected fugitive genocidaires, particularly by making available its evidence collection and expertise.

In addition, Prosecutor Brammertz also engaged in high-level discussions on extraditions with Minister of Justice Ugirashebuja and Minister of Foreign Affairs and International Cooperation Nduhungirehe.

The Prosecutor also met with representatives of the diplomatic community during his visit to Kigali.
