Statement of the Mechanism Following Resignation of Judge Lydia Mugambe

In July 2024, the United Nations International Residual Mechanism for Criminal Tribunals (Mechanism) became aware that Judge Lydia Mugambe was under investigation for certain charges for which she has now been convicted and sentenced by the Oxford Crown Court, United Kingdom. The United Nations Secretary-General was promptly informed of the criminal investigation and thereafter waived Judge Mugambe's immunity concerning these and all related criminal proceedings.

During the pendency of the criminal investigation, trial, and sentencing, the President of the Mechanism took all appropriate administrative actions to protect the integrity and proper and efficient functioning of the Mechanism, including by discontinuing Judge Mugambe's participation in the business of the Mechanism. Due to the confidential nature of certain internal procedures, the Mechanism remains unable to comment further in this regard.

After her sentencing on 2 May 2025, the Mechanism received Judge Mugambe's letter of resignation on the evening of 5 May 2025, which the President transmitted to the Secretary-General of the United Nations, as required under the Mechanism's legal framework. Having followed all applicable formal procedures, the Mechanism is now able to confirm Judge Mugambe's resignation.

The charging and conviction of a United Nations judge for crimes of modern slavery, immigration violations, and witness intimidation are extremely grave matters. The Mechanism has and remains committed to facilitating the proper, fair, and efficient administration of justice.
